After a fresh installation there is no UI Management plugin installed. So you have no browser UI to manage your RabbitMQ instance. You have to do this via rabbitmq's command line tool.
sudo rabbitmq-plugins enable rabbitmq_management
Well, when rabbitmq is installed, there is a guest / guest user, but with this user you are not allowed to enter into the UI Management plugin. So you have to add a new user. For a replacement of the guest user, please do not define it as an adminstrator. The solution is more or less:
sudo rabbitmqctl add_user username password
sudo rabbitmqctl set_user_tags username administrator
sudo rabbitmqctl set_permissions -p / username ".*" ".*" ".*"
management.ssl.port = 15671
management.ssl.cacertfile = /etc/rabbitmq/ssl/ca.pem
management.ssl.certfile = /etc/rabbitmq/ssl/cert.pem
management.ssl.keyfile = /etc/rabbitmq/ssl/key.pem
